The fact is they are not cheating, they can just afford to buy enough Politicians, mostly REpugs, to write the laws so that they do not have to pay any or damn few taxes. The problem is hardly due to offshore accounts and dodges it is due to the fact that their money has been legally exempt from taxation by those that they own in the US Congress.
